I was 16 last year, and am a girl. trust me, you just need to say something, coz a girl will fret and worry about the whole situ, and will never be sure whether or not to break tradition and make the first move. text her first if you dont really talk already, or use messenger, and then perhaps if you get on suggest you go out sometime to a film you both want to see. like, you could go, oh, i really want to see (name of film), if she says she does to, then go well, do you wanna go together? if you already know her, then the same could work as you already know her interests. Dude your S L A C K I N G, step up your game. Its best to be with a very talkative friend or group, just walk up to them, say hi, where there from and so on. You will be able to tell if the girls are into you, just just man up and ask for a number. Alcohol helps quiiite a bit lol

I knew most of the girls I "approached" from school so they already knew me. I just progressed from there at parties etc or you used to chat to them on the school bus going home, got to know them better. You will know if they like you in that way, you will just be able to tell.

Find out what activities she likes, then invite her out with a group for first date, bowling, dancing or whatever. You can then get to know her without pressure to be a boyfriend. She can also get to know you.

Alright... I can answer this. Well.... first take on a romantic date and when it seems really romantic..... look in her eyes and tell her how you feel. If she doesnt feel the same tell it's alright... there's always more chances for that special girl :)
