then it returns to 750 rpm and sometines it just stalls out

WIth the symptoms you are giving, it sounds to me like the idle speed sensor or the throttle position sensor

Check for a vacuum leak. If a vacuum hose starts leaking it will drive your ECU crazy trying to stabilize the idle. That's why the idle is fluctuating.

Check to make sure your floor mat hasn't slipped up to cover too much of the bottom of the gas pedal. Same thing happened to me, it was the floor mat.

No expert but sounds like transmission problem to me, or computer control issue, have it checked. Carb or injected?

Don't do the work yourself.....Lube the linkage.
