Technically BOTH, both the air and water equally occupy the glass LOL!
But I'd say Half FULL, since I can ONLY SEE the WATER and NOT the air LOL.

if you fill it up only halfway, its half full. If you fill it up all the way and drink or spill half of it, then its half empty
