It's probably psychological. The first second will seem longer, just like the first time you get to a new place will seem to take a long time, simply because you don't know how long it will take.

But let's say for the sake of science that there was a physical reason- like the time it takes for you to get your bearings as your head turns down to face your watch dial is somehow calculated into the amount of time of that first second because your mind is faster than your head will swing down and your eyes/body will adjust to looking down and perceiving the time. That amount of time might account for another second or two depending on your reflexes. So if you're drunk, tired, and/or on medication you might want to add another few seconds to that as well.

your brain has to register what it is seeing, that is why it seems to take longer.
