Canada was at war 1914 and to pay for it the temporary measure of income tax was introduced to pay for the war. It was voluntary and it would come off as soon as the war was paid for.
Hmmm As a loopole if you never file a claim you still don't have to but as soon as the first one goes in your stuck for life. Wish I'd known that 20 years ago.

I did not know the IRS was to fund the civil war interesting how many taxes were to pay for war?
