see the attendant until I looked aroung futher and then I saw him with a woman really going at it on the floor. I didn't disturb them, but do you think I should call the owner of the station (not so friendly neighbors)and let them know what was happening?

If you feel the need to let the owner know what's happening in his place of business - by all means do it! I'm sure that he or she will really appreciate your efforts! If you feel uncomfortable with the owner of the station - I would start to go to another station. I didn't understand that part of your question!
I probably would go to another station - sometimes you do have to ignore situations and sometimes its best to leave problems alone to work themselves out! This is one where I would go a few more blocks to another station.
If the owner hired someone of that character - you may not want to get involved in his unemployment! Maybe if you could report totally anonymous.

If they're not so friendly to you, why would you be friendly to them? The manager is responsible for regulating how the employees behave on the job. The customer is responsible for letting the manager know when they are unhappy with the service they receive. Were you unhappy with the service? Then tell the owner about it. Otherwise, that's the owner's problem since he's the one who lost your business.

What a fool to get caught in such a public place. No, I wouldn't have called the owner of the station - I would have called all my friends real quick and told them I knew where they could get some free gas. I hope you filled your tank!

My first thought was no; but then the owner is losing money from people who don't have to pay, and will eventually either raise his prices or close the station. If you know about something that isnt right & don't do anything about it you are as guilty as the actual perpetrator>

Hopefully the guy shot himself in the foot, If the video camera in the station works the owner could be watching a free porno. Next time take a camera with you, it could come in handy.

You should do that. Remember, the attendant is working on his boss' time, not on his own. The owner will deal with him from there. I hope he gets fired!
