The idea of "decent" varies greatly, from one society to the next. Complete nudity is normal to some cultures, while in others a body is normally completely covered. Western women,especially the attractive ones, are generally proud of their looks, and it is acceptable to reveal enough to entice, but not expose private areas.

They dress for themselves, in what makes them feel good. They do not dress for other people's sensibilities. Why should anyone get offended by someone doing something that makes them feel comfortable, or perhaps, dressing in what they found affordable for themselves? It doesn't hurt anyone to dress a certain way, and if it does, offend a person, that person can avert their eyes toward something more suitable for him/her. Not everyone can afford to dress in what others would prefer.
