obviosly the answer is the product of 2 quantities.
the first one:3 less than twice x
twice x is 2x
3 less than twice x is 2x-3.
the second one:2 more than 3 times x
3 times x is 3x
2 more than 3 times x is 3x+2.
their product:(2x-3)(3x+2)
which is equal to
6x^2 -5x -6.
