I used to work for a resort, and based on the guest that we are getting here are my oppinions:

1. Western people (in general Americans & Europeans) starts arriving November but the most peak month will be December and January this is (according to the guest) due to the winter season and these months are also the coolest in the Philippines which is bearable to the foreigners compared to our summer.
Western people would come till the months of February and early March until summer in the philippines starts to sizzle.

2. For Filipino guests, locals, the peak season will be from March to May to early June, this is mainly because of too much heat in the cities, thus everyone wants to take a dip. Most of the foreigners would rather not go to the resorts on this months as it is sooo sooo crowded.

3. From June to Early november is considered the low season basically coz of the rain and typhoon months.

Well, if you are visiting the Philippines, you might want to check this: www.divelink.com.ph.
