Pumice and moisturize. Use the diabetic lotion if you can afford it. The price is like street drugs.

waxing cleans them.. but for men who dont wanna wax here is wht you can do.. cut a lemon and put lil sugar on it when the sugar is half melted rub the lemon on your elbows.. they will be clean and soft.

I use a pumice block, it scrapes away dead skin, and then I moisturize my elbows so it doesn't become dry.

I use a buff pad to remove dry skin,then use an emollient to
soften my skin.(sudsy wet buff pad)Don't just scrub with dry pd.

scrub the hell outta them with a brillo pad and a mixture of ajax/bleach.

scrub them with Simple scrub...its cheap and works well and then body brush them
