I don't think so. The type of emissions test taken will depend on the year of your vehicle (and you state). Each of the tests takes about five minutes. All 1975-1995 Vehicles are monitored for carbon monoxide and hydrocarbon emission. All vehicles are monitored for smoke and excessive noise. 1996 and newer vehicles receive the On-Board Diagnostics test which queries the vehicle's on-board computer to ensure that pollution control equipment is working properly. I'm pretty sure it has nothing to do with your air bag light. :o)

Probably not. But hey give emission Co a call and find out. On my van, the airbag light on means air bag will not deploy. I know as my rear wiper motor locked up, blew the same fuse. (be careful if you replace, stay out of way of airbag when replacing, and first start up) If it is a fuse, disconnect battery and let sit for 1+ hour before replace fuse incase of stored energy.
Probably can not get an inspection sticker though, due to safety system non operative

It might If its on then something is wrong. I failed because one of my lights did NOT come on.
