There could be many reasons why the a/c doesnt cool when you are stopped, low on freon, high humidity, cooling fan not working, need to know more detail if possible . a mechanic can diagnose the problem

You're probably low on refrigerant, used to be freon, but you need a mechanic and not a electrician. Only been to Dallas once so can't help on a location.

I am not sure how many cooling fans you have but I would be will to bet that you have two and the one on the right side is primary the a/c fan and I would say that it isn't working so the fan for the motor is carrying the whole load so when you get to a red light and you don't have any wind to help the one fan it gets to hot.

Most cars the ac will turn off at idle speed to keep your car from over heating. Most stores with a service bay can check your freon level and for leaks under a $100.
