I have shut off all the valves but the water keeps coming out of the valve at the bottom of the water heater. It is connected to a water holes and the water is just pouring out. please help.

This is very easy... if you have isolated the water heater by shutting off the water to it/from it kill the elec power or gas... open the valve at the bottom and drain it. replace the valve. If this is beyond your ability... call a plumber asap.

The main valve on the cold water inlet may not be seated correctly.
Connect a hose to the valve at the bottom of the tank and then, open the cold water inlet valve all the way open. Then immediately close the valve as far as possible.
You should notice a sharp decrease in the force with which the tank drains once the valve is closed - if you do not, then you must shut off the whole house water valve and replace the cold water inlet valve above the hot water tank.

I am not sure I follow.

Okay, you shut off the flow of water to the heater.
You have a hose connected to the exit valve of the heater.

How big is your heater? It can take a long time to drain, especially if you have a bunch of sediment in there.

If you are worried, shut the main water to your house. Then figure out what is going on.

Sounds like you got a busted valve. Keep the water turned off ot the main connection and go get some towells , a mop, and a big bucket.

Hook it up to your garden hose & drain it.
