Firstly, check out all the other groups in the area that you hope to locate your group - get all the names of the other groups and make sure that your group name isn't going to sound similar or exactly like their name (bad manners and unprofessional), then if you haven't got much experience, join 2 or 3 groups with different styles or specialities; serious drama, musicals, opera, fantasy, dance, street theatre, childrens themes etc etc. Get together with other like minded people (usually from these groups) and argue for a while about what you want to do, what you want to call it and where you want to perform it. Then tout around for a performing venue which need not be the same place as a rehearsal venue (very common for many groups) and for your first performances, keep them short, varied and simply structured because you'll be constantly needing to build up your technical support, your front-of-house look, your back stage resources and your set design pieces - all of which involve people who may not be actors/performers. Don't forget to make socialising an important part of your group dynamics and give key people autonomy in special roles; treasurer, set design, costume and wardrobe, technical boss etc. Good luck!!

Find a niche in your community (urban stories, classics, childrens theatre, specific nationalities, etc) and then find plays that fill that niche. Bring together many people who feel good about supporting the effort, and then just go for it!

Get a group together and start readings. When you find something really worth doing, you will find a way to do it.
