Its called droning. The note is also in low A and tuned with the Chanter. Bagpipes are a little different,tuning them properly requires a chromatic tuner and set anywhere from 450-480 hz depending on the chanter and the reed. The Low A of the Bagpipes have more in common with a B Sharp and not the Concert A of other wind instruments.

it has various names,, some call it a droll, some call it a droan,,
but does it really matter as its all absolutely brilliant,,
there is nothing better than a pipe band playing to get the hairs on the back of your neck stand up,,
try and log onto the Strathclyde Police pipe band site and listen to some of there tunes,, they are trully amazing when you concider they are really not proffesionals,,
