You would need to give examples of corruption, which you feel are peculiar to London, before I could comment.

If you had said, "inefficient, politicised, and busying themselves doing things that the taxpayer hasn't asked for": then you might have been onto something.

Hate to the be the English teacher here, but the word is corrupt and the reason they are corrupt is the same as it is here in the U.S.--they're politicians! An historian, Lord Acton once said: Power corrupts, and absolute power corrupts absolutely. I know it's a cynical view, but unfortunately he seems to be right.
