Okay, we need to consider three separate assertions.
#1. There is a federal law within the US that you can't legally have sex with an extraterrestrial.
I won't believe it until I see it. Can you tell me which volume of the Federal Register it is published in?
#2. Extraterrestrials exist.
That's more believable. Given the immense size of the universe, the probability of other planets begetting intelligent life is not trivial.
#3. The existence of a law that mentions extraterrestrials proves their existence.
Not on your life. That's a "non-sequitur." Governments often make silly laws. Examples are too numerous to list here.

Did you actually try to read the regulations in the actual CFR?
The entire Part 1211 is a placeholder for future regulations. Either the website you have quoted made it up, or the campaign was successful and it was retroactively removed from the books as if it never existed.
Even assuming that the regulation is as quoted on the website, all it says is that people who come into contact with anything that originated off-planet must take quarantine precautions. The text talks primarily about inanimate objects (meteorites, etc) but allows for potential organic matter as well.
But there is no 14 CFR 1211 as quoted on that website. Check your sources.

I think the proof that aliens exist is also due to the fact how extremely large just are solar system is, not to mention are galaxy and than the universe. It would be naive to believe that there is no other intelligent life in such an endless amount of space.

prevention , they have to some up with some kind of plan if aliens do exist and come to visit . I am sure there is some sort of defense program written down that gives instructions on what to do if this were to happen . It's like disaster relief , you have to always be ready for any circumstance no matter how ridiculous it may sound
