It all depends how they fit together. Its the whole package that matters, but personality means a lot. I have known some very attractive women who were just not fun to be around and that really makes them unattractive.

This a sort of matter or spirit question.
It's not either or.
Intelligence is very sexy. as is a sexy body - it's a balance of the two.
It's how the person inhabits their body also. Someone could have facial surgery to look beautiful and theoretically they do, but it's the animating spirit in that body that's beautiful.
I'd rather extraordinary mind and standard body than the other way around. The brain is the most sensitive sexual organ!

Personality is the bottom line but I always look at the hair first. If a woman is keeping her hair in a state to attract a man then a man matters. If it's short and conveys "I don't give a ****" then that's what you'll get. I have lesbian friends and surprisingly there's a "dyke cut" that butch women look for 2.

We are visual creatures at first,if they say different,they are lying.But then the whole package,you can take less in some area's.Provided they make up for it in other area's.
