There were plans for this in the mid 90s, and ICC actually did some experimentation with starting some triangular test championships (remember the 100-over rule?) and see whether they could get any significant results out of it. But they eventually dropped the idea, because:

1. It would take way too long: one test match takes 5 days to complete, and the players will need at least 4 days to rest between matches. In a World Cup of 8 test-playing teams, of two groups of 4 teams each, there would be 12 matches played in the group stage alone, then the two semifinals and the final. That would take around 135 days total, or more than 4 months!

Now, the time factor can be cut easily, if matches can be held simultaneously - upto 4 matches can be held at the same time, in this case - this means, the group stage will finish in just 3 match-days, which means 27 days! Then, the semi finals can be held simultaneously ,and the final, which comes to roughly 54 days!

This is a good thing theoretically, but practically it is not even feasible. 4 matches held simultaneously means they will be broadcasted on 4 channels separately, which means that atleast three companies should come to an agreement over the televising rights - and whe know that making an agreement between two companies itself has proven to be a major hassle, three companies is totally impossible - but this can be sorted out if one or two companies decide to make the broadcast on 2 channels, provided they broadcast half the matches on tape-delay. But the tape-delay can be controversial, because not only does it deny the purpose of being able to cherish and appreciate every single game - but it also means that some games which can be crucial to the result of one country, will not be able to be watched with eager joy.

If however, ICC decides to host 2 matches simultaneously, all the broadcasting hassle could be avoided, but I have calculated it to take totally 81 days, or almost 3 months - which is not a significant saving, though.

2. As it takes five days to host a test match, it will obviously cost a lot more than a one-dayer, which itself has been shown to generate more revenue than a test match! So, you can imagine how much it would cost to hold a tournament of 15 matches total.

3. As the other answerers have pointed out, it will be difficult to decide a result, as most test matches have been known to notoriously end in draws.

4. Having taken the above three points into consideration, you will understand why a world cup with one-day games is much more exciting, less time consuming and way more profitable!

If you have a world cup in test matches then that will be a months issue as it takes very large amount of time. And one cannout be sure that every match gives the result.

Because test matches are so boring. ODI are interesting to look.
Then the ICC should collect money know. They get more money for ODI than in test matches
