There has to be some networkable device in your computer in order for an IP address to bind to. It could be a modem or NIC (network interface card). Check first to see if you have one of them. Likely your computer will assign an IP address automatically if it cannot find a DHCP server to assign it one. Mind you, when your computer assigns its own IP address, that's not usually a good thing.

Actually, the simple answer is as long as you have the TCP/IP network protocol installed, your computer already has an address. It actually has many of them.

an ip address is of the form A.B.C.D where each of those letters can be represented by 0 to 255

Any address that starts with 127 (ie, 127.0.0.1 or 127.1.2.3) will give you your local machine. In fact, the TCP/IP layers won't allow communications to or from these addresses to even reach a physical network card.

So unless you need to specify a specific address for a non-existant network card, using what's called the loopback address should work.

This is separate to the Loopback Adapter available in windows. If you do need to configure a specific address for a non-existant card, you can install this adapter in windows as per rohitsharmas_22's instructions. There's also a dummy network device in linux which, if compiled as a module, can be modprobed into the kernel (module name is dummy) to give you a dummy network card which can be configured as if it were a physical ethernet device.

Go to COntrol Panel Click on Add new hardware wizard
Click Next> It will search for New Hardware
It wil say :
Have you already Connected This Hardware to your computer
Click Yes, i have
Then click next > Scroll down Clikc on
Add a New Hardware device > click next
It will say
What do you want the wizrd to do> CLick
Install the Hardware that i manually select (advance)> click Next >
then Network adapter> It will come to Manfauctire > Network adapter> Click on

Microsoft Loopback Adapter>
THis will add a virtual NIC to ur system u can assign IP also to it.

You mean configure the USB network settings? If you have your Modem plugged into your USB port? well normally you let windows handle that automatically, otherwise you just have to set your IP manually via Network connections. Are you having problems? Please define what what your problem is? Thankyou!

u can install a simulate NIC on your system and give it an ip address but u can not use it in any networks
because it's not actual
