according to the recording association of america-barbara streusand has sold(these are units, cds) 71 million, madonna has sold 63 million, mariah carey 61.5 million, whitney houston 54 million, celine dion 49 million, shania twain 47 million, and britney spears with 31 million
As far as gold records go:Mariah has 12, 12 platinum, and 9 multi-platinum,
Celine has 12 gold, 10 platinum, 8 multi-plat
Madonna 17 gold, 17 platinum, 12 multi-plat
Shania Twain 5 gold, 5 pltinum, 4 multi-plat
Whitney Houston-8 gold, 8 platinum, 7multi-plat
and the winner Baraba Streisand 50 gold, 30 platinum, 13 multi-plat
So the answer would be Baraba Steisand

Your question is hard to answer because there are a couple of different ways to count the actual units sold.
While Celine Dion and Mariah Carey are the latest Bestsellers, if you go back in history, (you did say "best selling female artist in history? ") The Record Industry Association of America (RIAA) lists Barbara Streisand ahead of Madonna, then Mariah and then Whitney Houston. These are totals for American sales so they can't be compared to Celine's phenomenal sales worldwide.
But it is interesting that Ms. Dion is not even on the list of American sales.

all i know is mariah carey is the best selling female artist of the 90's. she reach diamond status, sold over 110 million in the 90's, her recently album sales added a great number to that. As of December 2005, she has sold over 160 million.
