Blue neons come from the Amazon where the water is soft. They can't handle high nitrates. Get your tank established and try again later. Only change no more then 1/4 of your water at one time. If your water is hard, try buying bottled water. Since head and taillight neons have the same requirements, it could be the place that you are buying them from, not your tank, that makes them die.
Get your nitrates down, and buy from another pet store.

Could be a disease in the blues. I suggest seperating them and maybe taking them to Petsmart or Petco. They'll look at them and maybe figure out what's wrong. If the nitrite is high, that could be causing it. I'm don't know a specific name of anything, but suggestion get some aquarium salt, and get a fish expert to reccomend a product to lower the nitrites. If you have a filter, try changing the cartridge.

could be a bacterial infection.

I say forget putting blue neons in. It's like a death sentence when there's a hostile organism like bacteria or water borne disease.

One thing that killed my fish was chlorine in the water. If the city adds chlorine to your water, there are products that neutralize it. Hope that helps.

tannin level in the water is important and when one fish dies it sends out a secreation that causes the rest to die off....that is what I found out when I had them, so remove the dead ones and do a water changs as soon as one dies.
