What happens when two teams score equally in a penalty shootout?

I saw the FIFA WC and there were a lot of penalty shootouts. What happens if both teams score equally??

it keeps going, but becomes sudden death, which means if team A makes one and then team B misses, team A wins.

i've seen one go so far that the goalkeepers had to shoot.
