Not only the right, but the duty. God made Man the steward of this planet. We're supposed to take care of it.
Not only that, but because of our intelligence, we have a responsibility to the lesser lifeforms on this planet. It's our job to keep things working smoothly.

Do you mean one human being, or humanity in general? If so, the only human who's entitled to govern anything is Jesus. On the second point, God appointed us STEWARDS with sovereignty over the earth, but that doesn't necessarily mean governing. It means that we are supposed to take care of what God has given us. Personally, I think humanity is doing a pretty bad job at that right now, but that's just me.
