her doctor has prescribed water pills but they don't seem to help.

Place a large needle with a drain hose in her ankle and have her stand up until they drain off completely.
Also I am not a real doctor just in case you were wondering.

Get her back to the Doctor, or if this has quickly become worse go to the Hospital ER.
In the meantime, elevate her legs. Keep her legs elevated as much as possible, this will help keep the Adema (swelling) down. Her legs can also be wrapped with something called "Ted Hose" which will greatly improve the problem". That can be obtained by Doctor.
Keep this closely monitored because this can cause a major situation. If you see something new, contact the Doctor or go to the ER. If you see leg discoloration or especially a broken flesh wound, contact Doctor or Hospital ER.

Most likely she is uncomfortable and not willing to go out. Call the doctor for her. She'll get something stronger. Keep her legs up on pillows until then. Take away her salt,too!

i don’t know what kinda germ causes that but absolutely no type of germ came live it fresh air. so maybe you mom should take long walks in the morning
