paint the walls and icy blue color. You could also splatter white paint on the walls to look like snow. Then decorate with white furniture and accessories. Hang paintings of stuff like pine trees, snow covered mountains, etc. Use air fresheners to scent your room with a wintery smell.

I think warm colours are more in keeping with winter, think of blazing log fires ! I would firstly put up a really nice wooden dado about 18 inches below ceiling level. I would wallpaper the ceiling with a very deep textured paper. I would paint the ceiling with a soft white satin finish emulsion. The dado would be treated with a chalky white finish and the wall above it would be in a slightly darker shade of matt emulsion than the ceiling . I would paper the lower part of the room in another, very similar design deep textured paper and emulsion it with an egg-shell finish emulsion in a shade of cherry. The skirting boards would be deep and finished with the same chalky detail as the dado. I would also do the door the same.
Finishing touches would be heavy damask off-white curtains, several terracotta vases of twigs and dried leaves along with bowls of cinnamon scented dried slices of citrus fruit..

Whites, off whites, light grays, light blues. Use branches in decorating, and hang photo prints of winter scenes. If you really want to make it look like winter, have firewood and a basket of colorful mittens and knit hats out. Also, use cable knits, flannels and wools in your fabrics.

I would use an ice blue (cold colours) with a lot of white.
I would also use a theme of what you like about winter and use it to accent the room.

Use lots of white. Not all-boring, basic white. I'm talking about all the different shades (together they create a cooling vs a stark effect).

White walls, white furniture and white curtains should do the trick.
