Because waiters and delivery guys are paid so little, tips are part of their wages, so my minimum tip is fifteen percent. Service with a smile gets twenty percent.

Well, that depends on where you are, actually.
Back in USA, I had to tip the standard 10 % minimum even if the service stank!
In Uk and Europe, my local friends used to say "Don't leave a tip; because the service was inadequate!"
In the East, I heard it isn't even in their culture to tip, because the man is deemed to have done the service he was paid a salary for, and bad service meant that he could be sacked!? In fact, my Eastern friends blamed Americans for encouraging the bad service attitude that some of the Staff of International Class Hotels now display there, by their being tolerant and tipping, despite everything!?

As a former server I tend to tip at least 15% for moderate service, 30% for stellar service, and 10% for bad service IF it's apparent that the server is not just downright rude. I've even been known to overtip for bad service if I feel the reason for the bad service was a misconceived prejudgement by the server; example - my daughter and I went into a full-service restaurant after spending all day on heavy cleaning, and looked less than our best (we in fact looked terrible). The female server treated us a bit more coldly than she did her other tables based on the way we looked that day. I left her a $7.00 tip on a $15.00 check, and told her very directly that people cannot be judged by their appearance. It was my hope that she would learn to treat others better in the future and to treat all people with the same courtesy and respect.

You really have to tip, even if the service was just okay.
I managed a group of restaurants before, and I always hated to see the Server get stiffed due to problems beyond her control, i.e. short-staffed, kitchen disasters, food shortages, equipment malfunctions, etc.
Wait staff usually only make a couple dollars an hour, and count on their tips to cover the rest of the hourly wage.
Bad service should be reported to the Manager, so they can correct the problem, and you will at least know "WHY".
I always tip 15-20%

Yes. And as much as I can, they are probably only having a BAD DAY! As we all have from time to time.
To serve the public as a means to an ends, would be a complete nightmare some if not most of the time.
By tipping it makes their day a bit more worth while and maybe they can then smile at the next person in.

In the case of lousy or no service, then no tip is left at all. For mediocre service I usually leave a 2.00 tip and for good service and up anywhere from 5 to 20.00.
Keep in mind this is at restaurants that charge decent prices for meals, not restaurants where a glass of water will run you 10.00

I normally tip 20% or so because servers onlty get about 2.70 an hour.
If the service is bad, I leave a dollar with a note that better service will mean better tips.
That way they know that you are not just a cheapskate and might change their act

if you're in a restaurant and you don't tip, no matter how bad the service was, you have 0 class. I tip at least 18% no matter how bad it was.. if it's really good I do 20-25%. but the average "rate" I think is 17 or 18%

I do now at least 10% because of the hassle of arguing with the restaurant staff. Once I didn't tip because I only saw the waiter once when she took our order, but we never got the sodas. The owner got angry and we caused a little commotion which kinda ruined the rest of the evening.

Yes, I always tip. I wouldn't want their job for anything. Their pay sucks.
If service is awful, maybe 5%.
So So service probably 10%
Excellent service 20%
