It depends on many things - and you don't just "add cache"
The CPU chips themselves have onboard cache memory - in CERTAIN tasks, this cache can speed up performance. Other factors in include the amount and type of RAM used and hard disk configuration and depending on what else you do with the computer, possibly the speed of the network adapter, the modem, the mainboard and what chipset it uses.
Best is subjective and no complete answer can be given without more details about use - "power user" is like saying "I drive a lot" - great... WHERE? The racetrack? To and from your neighbor's house? Long Distances? What is best depends on usage.
