If you are talking about a warm winter jacket-style coat, it comes from an Inuit word for the coat. (http://en.wikipedia.org/wiki/Parka)

If you are referring to a military coat, it was named after a Private Parker. (www.cjdaley.com)

To add to the confusion, some people in the UK call a "parka" a "parker".
