A/C. The roof protects you from UV rays, as well as removes the humidity.
Also, the top up is a simple deterent to thieves who hang around near traffic lights waiting for their opportunity to snag things out of your open car (and, yes, this does happen).

if it's muggy hot, where the air stands still, AC. If it's not muggy hot always windows/top down.
