I live in an area that isn't rural but has a huge farming influence. When President Bush and Congress cut the funding for farm aid, they were in an uproar about it. I heard on one of the A.M. radio stations the other day that they are continually lobbying for more money.
The majority of the farmers are self proclaimed conservative. (about 80-85% of voters here are Republican). Doesn't this contradict beliefs?
Don't get me wrong, I support farmer's aid. I just want an answer to the original question.

I consider farmer's aid to be a direct handout due to some tragic event or circumstance. In some cases, this is the same situation for welfare cases. Especially the ones that involve children.
