the tree may whither but don't worry try to cover up the unprotected tree with a blanket or cloth and wait for it to get use to its surroundings

The question is how deep did they peel the bark. If it was just the outer layer the tree should be fine. As long as there is no sap bleeding from the area I wouldn't worry. If they used a knife and went deeper then you should talk to your local gardening store about some sort of wrap you can use to keep bugs out of the wound.

Paper bark birch naturally shed a thin layer of bark hence the name . Bark cut or removed to the inner wood will kill a tree it is called girdling.
Worry about insect borers , they killed my birch trees because I didn't know they were in there. There is a treatment that you pour around the tree and is taken up by the roots,

I think that some birch trees have bark that naturally peels back, I really don't think that there is a phantom bark peeler in town !

Yoou shouldn't in general. But if the damage is extensive then the wound needs to be covered. Ideally, pine pitch makes the perfect "tree bandage" but some latex paint will do nicely as well. Just match the color a little though so it don't look just as vandalized.

someone did the same thing to our tree, it is still alive so it will be okay.
