Because they are the laws of the universe.

Science is based on observation and measurement. so laws of universe are a result what we can measure and observed. what we cannot measure or observed meaningfully we classified as supernatural occurance.

So we all know that all things will fall to the ground and we call this the law of gravity, next we devise machines that seems to defy gravity like the aeroplane but in fact the aeroplane operates on other observable laws of nature like air pressure, inertia, action and reaction etc.

Yes, God created the universe and the laws of the universe. But you can still ask why these rules. I have read several articles reporting scientist's study of particular physical laws or constants, calculating the consequences if they were slightly different. That was usually enough to prevent the existence of the universe as we know it.

So, if you asked God this question, He, the original engineer, might give the engineer's answer, "Because it works."

They are natural laws. They are not invented but discovered. So although they are called laws they are really an explanation of the way things happen and why.

Sometimes the difference between Law and theory becomes blurred. There is the theory of relativity which covers many things but includes a number of laws.
