in the vent closed position, the air conditioner recirculates the air inside, with the vent open the air conditioner draws fresh air from outside and cools. you should leave the vent closed at first because the air conditioner will not take as long to cool the air, once it gets cool in your room, then open the vent to draw in fresh air.

The other answers are right. Of course you want the vents closed if the car is hot and you are running the ac to cool it down fast. If you leave the vent open, outside hot air will mix with the ac and it will take longer to cool down the car. Also if you are stuck in traffic, you tend to end up smelling the exhaust of the car in front of you with the vents open. My daughter has bad allergies, so she keeps the vents closed to keep all that pollen out.

Vent open allows outside air in to circulate inside. Vent closed doesn't let the outside air in.

Vent open means the air from the outside can come in, and when it's closed it can't.
