Somebody wrote this to me at the end of a letter and I dont know what it means! He was wrting it from Amsterdam but I don't know if it is Dutch or French. Please help! Thank you!

Bises a tout would be french, literally translated as "Kisses to everyone". Generally a greeting like we would say "give my love to everyone".

well, it is French and im telling u am not good in French but Bises means north winds as u spelled it..but Bizes means kisses as i guess..a tout means all..
