my princpal is compelling me to make two plaits and then fold them and tie them with a ribbon. i don't want to do that. is she authorised to do that?

not really. they can punish you for not adhering to the school's uniform or dress code, but not much else. at worst they can talk to your parents about it. my advice would be just to do it and stop them from harassing you. if you REALLY don't like plaits, maybe consider a haircut?

I am guessing she is referring to your hair? Yes she can make you do that if it is a distraction to other students.
