Decide which position you want to take: yes or no.

I'd argue that the more intelligent the population, the more difficult it is to govern them. Supporting points would be that, for example, marketing slogans and terminology would be seen for what they are. Political decisions would be questioned on the merits. The use of symbols to invoke patriotism would be less effective, etc etc.
