downloading pictures for yourself should be no problem on a NON commercial site, If it is a pay site then yes downloading is wrong, If you download a noncommercial site picture and the photographer /author has their name on the picture then they are copy written and you should have their permission to download.. If you are using it for commercial purposes then you MUST have the photographer/author's WRITTEN permission to use the picture in a commercial venue Most won't care if you do use them , But you can get a real nut that will sue you in court for fraudulent use of copywrited material..............

Define Pictures. If said pictures are copyrighted, or that the photographer has made their intentions clear as to this picture is not to be downloaded/used without acknowledgment, or that you cannot, without reasonable doubt, conjure up a reason why the intellecture owner of this picture will not wwant you to use said picture, then you can use the picture providing you do not breach any laws protecting it.
Of course, if the picture was for public release, and can be used by all as long as they do not claim it as their own, you are not breaking any laws.
