Go to arts 'n crafts stores purchase some items to help ignite something to create.
Look at artistic web sites.
Buy a few magazines that are inspirational for what creativity you like to do.
Go to the library and check-out the books that are about what you like to be creative with.
Get together with a few friends who are creative and have an art party.
Take a workshop

I'm a writer and I cannot write if I don't move. Hiking is my favorite. I keep a notebook and pen in my pocket - it has become part of my pocket survival kit (link to article below), even though it's not on the official list of survival kit items.

I also make sure I am rested and eat healthy food. While the use of mind altering substances can improve anyone's mood - really for me being in nature, especially making a discovery in nature - is enough to unblock those blocked energies.

I also make sure to read my favorite writers - Barbara Kingsolver, Carl Hiaasen, Rachel Carson. If trapped indoors by weather - I grab a book or article by a favorite author and let them prime my creative pump.

Don't try to force it. Let it come naturally. The best thing to do is go out, go for a walk, a drive, whatever. Look at things, read, reflect.

Keep a sketch book and draw in it everyday. Then go back and review old sketches and you'll find ideas you never knew you had. Works for 2d and 3d.

I go to grarge sales and dig through trash, you can always find interesting stuff to work with, draw or collage.
