It really depends on what type of diving you like. Pretty fish are ok to see once in awhile, but that's it. Last one I saw that wasn't green was 3 years ago and that doesn't bother me at all. I also hate water that is bath tub temperature.
Having said all that, you rarely find me in the Carib ( but it was great pretty fish diving). For that sort of dive, I'd say Cozumel rocks, I've dived Honduras and Florida Keys as well as done Black Beards.
Now...my personal choice of best area to dive is anywhere in the Great Lakes or St Lawrence. Tons of wrecks, all in great shape, even the ones that went down in 1840's ( no salt water to kill them), all cold, many deep (what's recreational limits?). Hey...when you own a dry suit, you like to actually use it. And we have pretty green fish. I'd like to put Scapa Flo in this list as well, but it's just so expensive, that it's a once in a lifetime gig.

Egypt ! The Red sea have some of the most beautiful diving spots of the world ( especially near Sharm el sheijk. with lots coral and a big diversity fish and sea creatures At land the things you can do are also very diverse You can party at big lounges, discotheques and bars or explore the arab lifestyle ( you know the Aladdin like shopping streets, bars where you can smoke water pipe ETC ETC) You could also be a bit cultural and see the Ancient Buildings like the Sphinx the pyramids and some real mummy's Or explore the sarah with jeep or Quad and if you are just wanna be lazy you just could chill at the amazing sand beaches :)

Go to north 19.37.37 by longitude W 155.59.27. Hover above the sand patch at 15 feet of depth.
Wait by this sand patch until the white submarine comes by, then, when it sets down, swim down onto the deck and hold on to the rail. This is the most thrilling dive you are ever likely to do. Remember to get off the deck before it surfaces (It will release a large bubble just before it starts up)

Depends on what you are looking for, as for example, you just wanna see colorful fish, sank ships or deep sea diving.
Hawaii is a good place, but very cold waters, I recommend Cayman Islands and Key West.
