It sounds like you already have a pretty good idea on this one. Superman does need yellow solar energy to store up power. It doesn't necessarily have to be from our sun, but it does have to be a yellow star. However, even with that aside, I still believe Superman would win. Why? Glad you asked.
Silver Surfer possesses the Power Cosmic. Since many people don't realize how vast a power this is, I'll explain some of his many abilities. Surfer essentially can manipulate any ambient cosmic energies to his will. Yellow sun, red sun, green sun, white drawf star, doesn't matter. He can use them to augment his physical capabilities. In Marvel terms, he can lift over 100 tons, matching Superman. He also is nearly indestructible, at least matching Superman. He can travel through hyperspace at warp speeds, making him far faster than Superman, & can even travel through time if he travels fast enough. DC has established at least one Flash of being able to accomplish this, & Superman can't match the Flash in terms of speed. The Surfer's vast array of powers allows him to do many, many things. He can transmute matter, meaning theoretically, he could transform Superman's cape into solid kryptonite if he wished. Even the Silver Surfer's board can absorb other beings & hold them captive, meaning if the Surfer wanted to, he could probably capture Superman, carry him off somewhere in space, & simply dump him out of the board. When you get right down to brass tacks, Superman isn't even in the Silver Surfer's league. I am currently in the process of writing a trilogy of books based on superheroes, villains and even some being on the god like spectrum and more. But from my long and hard work looking in to powers and energies there is no way in reality or non reality superman cold beat the Silver Surfer. I like Superman don't get me wrong and i also like Marvel but the reality is simple Silver Surfers cosmic powers is just far too superior i doubt Superman would even land a punch before he's either drained killed or absorbed literally. Imaging the sun meeting a black hole that's what Surfer would be compared to Superman i think Superman would actually struggle against many Marvel gods or god like beings even Thor on some aspects. :-)

Superman is far stronger than the Surfer....even when the Surfer amps his strength, Marvel's "class 100" can't compete with the planet moving/shattering strength of Superman. And the Surfer has succumbed to physical strength before. Maybe the Surfer could drain the solar energy, but in the midst of getting rained on by earth shattering speed blitzing blows? Maybe not so easy. If Surfer didn't have the potential to drain exploit Superman's weaknesses (if he has time), based on physical power and durability, it's big blue all the way. If Thor or Hulk can give Surfer pause, Supes will overpower him for sure!

I'll take the Silver Surfer because his ability to travel so rpaidly across space. Superman had more variety of powers, but more limits and weaknesses as well.
They both are really unfortunate since both had lost their homeworlds for different reasons.
