Do you masturbate a lot as that sometime causes a itchiness a fertility acid present in sperm has tendency to cause this.If you do masturbate then clean the lips after the arousal is over

It could be a few things ...
1) its dirty (LOL - but really clean entire area often, try wet wipes)
2) un-balance ph (most women don't think of this one, but there are creams ava.like: Rephresh)
3) you've shave completely (bare) and aren't keeping up w/ it, so the stubble irritates the skin.
