In a nutshell, yes. But seriously, he is still a human. Just unlucky for him (and even more for all us), the son of a president got into position requiring much more than he could ever deliver. Not that president position is something for a genius only, a normal average guy/lady would do job fine. But still normal IQ level is needed. Not to mention reasonable honesty and character. He lacks all that.

While not technically an ape, George Bush is related to apes, say a cousin of apes. He, like all homo sapiens, is a primate and (even though he dosen't believe it) a decendent of an ape like creature.
He often displays his primative origins with his stupid policies, buddy-buddy staff choices, and corrupt big business deals.
