kyle was created and raised in a lab, thus no belly button. hes human - they've done medical tests on him. he somehow got out and the "agency" is after him.

If you've seen the short lived series "John Doe", then you'll come to see Kyle XY as John Doe: the teenager.
I've only seen the promos for the series and I gathered enough that's what it is. Turns out from those I know who HAVE seen it, that I was correct.
I'd still, however, be interested in watching Disney's take on the idea.
