i have a strong tendency to laugh condescendingly, and indirectly to people when they make irrelevant comments or statements. and it just makes me look bad, and i am alot of times unable to control it. in certain situations its o k im sure.
and other times im random and i know it a turn-off but once i say somthing random i continue because its funny at first but i dont know when to quit... (consider: im really hyper, and i talk ALOT)

Ok, this isn't an attack or criticism... just an observation that will hopefully help you understand>>>
Sounds like you just need an attitude adjustment.
Try constantly asking yourself how you'd feel, if you were on the receiving end of condescending comments & laughter... it can hurt people deeply, cutting them to the core... & that's not the least bit funny.
You could offend someone to the point of irrepairable damage... not to mention find yourself all alone in the future... no friends or family wanting to associate with you, because of the harm that's been done.
Sounds like you "act before you think"... you'll have to be deeply determined to be in control of your mouth, if you really want to be successful about it.
It's a matter of choice... the choice is up to you... whether to behave in a different manner or not.
If your desire is strong enough, you'll begin noticing a difference in yourself soon... if the desire isn't strong enough, you won't see results right away, but keep working on it... keep reminding yourself repeatedly (about how you'd feel if it were you receiving the condescending statements & laughter), till the desire grows strong enough that you successfully achieve your goal.

if you cant say anything nice or intelligent, then keep your mouth shut.. put yoursef in the person's shoes.. if you are the one being laughed at, how do u feel? remember that everyone has a right to an opinion and it might be different from yours, but still, you have to respect their opinion.

Since you know your bad habit, i am sure you are mature enough to control your mouth. If you continue your way, i am sure soon you will have no friends..
