Either you have really good connections which can be pretty hard. Or you have to spend a lot of money. The more hotshot this guy is, the more money you have to spend. See? Or if it is a party to benefits diseases or charity of some sort, the celebrity may come for no fee. It'd be good for status you see. So it depends. If you have good connections, then you can use them to get the guy to come. If yoru party is not for charity, then the celebrity most likely will not choose to come for free. Then you can fall back on: Money. Arrange something with their PR agent. And you two may be able to work out a deal considering things like the pay, what he would be doing, and all of those things.

Go see them perform at open mic night at your local Applebee's and hit them up after wards. "Yo, Stallone! You rock! Come to my sweet party! My parents are gone and I scored some brews!" That's all it takes, folks!
