Your monitor is probably toast.

Go to www.craigslist.com find your location and pick up and new/used one really cheap.

OR MAYBE... (but doubtful)

You could check the cable and make sure it is tight... which is unlikely, and video cards dont usually make those "hairs" when they go bad.

sounds like an lcd monitor with the glass cracked, you need a new monitor
