Yes for example they have failed to increase domestic oil supply. There are others too but this is the one that comes to mind first.

Who said the government was lead by Congress? It is news to me. Since when is any government lead by Congress? What country are you talking about? The United States is not lead by Congress. What country are you speaking of?
