it was 1994 and now this year, 2006.
Brazil didn't deserve that year's winning and neither does Italy deserve winning the cup this year.

the first World Cup final to be decided on penalties was in 1994, when BRAZIL & ITALY contested the final. the match finished goalless after 90 minutes of normal time & additional 30 minutes of extra time. BRAZIL eventually won 3-2 on penalties, when Roberto Baggio missed ITALY's decisive spot-kick & BRAZIL's goalkeeper Claudio Taffarel kneel down to celebrate the victory.
