Starter solenoid switch is stuck closed.

For some reason there is power at the starter solenoid. Or the solenoid is stuck in the engaged position

Either you ignition switch is shorted out or you have a starter solenoid problem.

the starter is stuck engaged tap starter a few times not to hard tho
